Prof. Kashmir Singh, Coordinator of DST-CPR, Panjab University delivered a talk on “Start-ups policies to promote Entrepreneurship” at “National Symposium cum Ideathon 3.0” organized by Institution Innovation Council (IIC) and CU Punjab Research and Development Foundation (CUPRDF) of Central University of Punjab, Bathinda. The Symposium was organised to celebrate India’s presidency of the G20 “UNVEILING INDIA’S FOCUS ON INNOVATION AND ENTREPRENEURSHIP TO ENABLE START-UP ECOSYSTEM”. Align to this Prof. Kashmir Singh in his talk threw the light on various start-ups initiatives take by GoI. He talked about Science, Technology and Innovation ecosystem in India that helps to strengthen the start-ups and innovation ecosystem in India. In his talk Prof. Kashmir engaged the audience by highlighting the importance of Corporate Social Responsibility (CSR) and various initiatives taken under CSR to strengthen start-ups in India. Pof. Singh also threw the light on emerging DeepTech Start-ups and the draft National Deep Tech Startup Policy (NDTSP) released for Public Consultation by Office of Principal Scientific Advisor to GoI.

Consultative Meeting under UNIDO-FLCTD project

Consultative meeting under the United Nations Industrial Development Organization (UNIDO)- Facility for Low Carbon Technology Deployment (FLCTD) led project going on at DST-CPR, PU took place with the representatives of the Technology Transfer Offices (TTOs) from various HEIs and NRLs of India. The meeting aimed to discuss the Technology Transfer ecosystem of India. It was attended by UNIDO representatives: Dr. Rene Van Berkel, UNIDO Representative and head of UNIDO’s Regional Office in India; Mr. Sanjaya Shrestha, Industrial Development Officer, UNIDO – Vienna; Mr. Sandeep Tandon , Country Programme Manager and Mr. Nitesh Kaushik, National Expert-Tech. Transfer, UNIDO-FLCTD. The meeting led to discuss the means and way to enhance and increase the competitiveness of Indian TTOs as well as to increase efforts to accelerate Technology Transfer (TT) ecosystem at HEIs and NRLs levels of India.”

IPR Awarness Programme

As part of the National Intellectual Property Awareness Mission (NIPAM), launched by the Ministry of Commerce and Industry, Government of India in 2021, DST-Centre for Policy Research (CPR) in collaboration with DPIIT-IPR Chair and Department of Biophysics ,Panjab University, Chandigarh organized a ‘IPR Awarness Programme’. The National seminar was conceived as part of the ‘Azadi ka Amrit Mahotsav ‘with the aim of increasing IP awareness amongst the faculty, research experts, and students of Panjab University, Chandigarh. Mr. Shailendra Singh, Examiner of Patents and Designs, Indian Patent Office, Ministry of Commerce and Industry, Government of India, New Delhi was the resource person for this event. Mr. Singh is actively associated with NIPAM mission who defend the value of intellectual property (IP) in the contemporary era and its existence in nearly every sphere of life. He  shared with young students how innovations can lead to IP value and how students can file IPs and solve society’s problems.

Science, Technology & Innovation (STI) role in disaster risk reduction policies and strategies

DST-Centre for Policy Research (CPR) at Panjab University, Chandigarh organized 3-day online training program on “Science, Technology & Innovation (STI) role in DRR policies and strategies”. The program was organized with the support of National Institute of Disaster Management (NIDM), Ministry of Home Affairs, Government of India. The training program aimed to bring together the domain experts, members of academia and key stakeholders on a common platform for understanding the role of science in enhancing Disaster Resilience by exploring the penetration of STI in Disaster Risk Reduction (DRR). Prof. Kashmir Singh, Coordinator, DST- CPR, one of the convenors of this training program gave the special address in which he highlighted the crucial role of Science, Technology & Innovation in Disaster Risk Reduction. Prof. Singh highlighted the needs to bring innovations taking place in the laboratories for making it available to the masses in a cost-effective manner. Around 150 participants took part in the on-line training program, including faculty members, researchers, and students from various institutions from Chandigarh region and PAN India. .

The Role of Intellectual Property and Technology Transfer in Academic Sector

DPIIT- IPR Chair, Panjab University (PU), Chandigarh in collaboration with DST-Centre for Policy Research (CPR), PU, Chandigarh organised a National Symposium on ‘The Role of Intellectual Property (IP) and Technology Transfer in Academic Sector’ on 02 Feb., 2023. The program aimed to bring together the domain experts, members of academia and key stakeholders on a common platform for understanding the importance of Intellectual Property (IP) and Tech Transfer. Various dignitaries from national level graced the event and enriched the participants with their thoughts. Prof. Kashmir Singh IPR-Chair Professor & Coordinator of DST- CPR at PU, Chandigarh welcomed the Patron Prof. Renu Vig, Honorable, Vice-Chancellor, Panjab University, Chandigarh and Chief guest of function Dr. Jatinder Kaur Arora, Executive Director, Punjab State Council for Science & Technology (PSCST), Chandigarh and Member Secretary, Punjab Biodiversity Board, Govt. of Punjab and other guests, speakers and participants . Prof. Renu Vig, Honorable, ViceChancellor, in her inaugural address, underlined the flourishing IP ecosystem in Panjab University, Chandigarh. She highlighted the innovation led technology developments in PU and highlighted all the facilities available in PU to achieve the same. Further, on the need to strengthen the bond between Industry and Academia and highlighted various success stories that are elevated to startups and how students of PU are gaining new verticals in new era. Dr. Jatinder Kaur Arora, highlighted the various initiative started by PSCST to facilitates technology developments across the state of Punjab. She mentioned the support provided to 600 MSME by PSCST across the state for the benefits of the industry culture in Punjab on clean technology. She mentioned various success stories of PSCST under ‘Mission Innovate Punjab’ to build an Innovation Ecosystem in Punjab such Jaggery production process, rural accelerator program etc. at districts level. She mentioned the Punjab’s state level S&T portal, a great innovative model to look up by all the states. She mentioned the various collaborative program going on with Panjab University, Chandigarh such S&T cluster coming up under the agies of Office of Principal Scientific Advisor (PSA), GoI. The resource persons in the symposium like Prof. Rupinder Tewari, Mentor of DST-Technology Enabling Centre (TEC) and Prof. A C Joshi from Doon University, Dehradun highlighted the need of technology readiness level (TRLs) in education institutions and its crucial role in technology commercialization. Further, worthy speakers Ms. Aprana Jain, Prof. Rupak Chakravarty and Prof. Neeraj Bala and Dr. Neeraj Kumar Singh enriched the participants with their specialized talk on IP and Tech Transfer. Around 100 participants took part in this symposium, including faculty members, researchers, and students from various institutions.

Overview of IPR with case laws

DST-Centre for Policy Research, Department of Chemistry and Department of Biotechnology, Panjab University, Chandigarh in collaboration organized an invited talk by Ms. Aashrika Ahuja, Advocate & Associate Partner for Knowledgentia Consultants Corp. Legal & Intellectual Property Rights Firm on the topic ‘Overview of IPR with case laws’ on 24 August, 2022 over the google platform. Prof. of Biotechnology, Kashmir Singh, coordinator, DST-CPR, PU was the Convener of the event and Prof. of chemistry, Gurjaspreet Singh, Local Coordinator, GIAN/MHRD-UGC was the Co-convener of this event. The talk was focussed on intellectual property rights (IPRs) and its types along with need for protecting IPR with help of case studies. Speaker shared her views on implications of the effect of registration of IP and importance of IP as a source of development of economy as well as Science and technology. Ms. Aashrika threw the light on what is IPR for a layman than move on to talked about what IPR for an academic institution mean. She highlighted the role of IPR in achieving sustainable development goals (SDGs) and appraised the importance of IPR for the betterment of the environment. She stressed upon how innovation plays an important and proven to be an assets to achieve SDGs. She stated different types of IPR such as trademark, copyrights, patent and trade secrets in her talk.

National Seminar on Intellectual Property Rights

As part of the National Intellectual Property Awareness Mission (NIPAM), launched by the Ministry of Commerce and Industry, Government of India in 2021, the DST-Centre for Policy Research (CPR) and the Department of Biotechnology, Panjab University, Chandigarh, organised a national seminar on Intellectual Property Rights (IPR). Prof. Y P Verma, Registrar, PU, Chd, presided over the opening remarks and emphasised the economic and intellectual significance of IP for young researchers and students. The seminar was led by Mr. Shailendra Singh, Examiner of Patents and Designs, Indian Patent Office, Ministry of Commerce and Industry, Government of India, New Delhi, as a resource person. Mr. Singh, who is affiliated with the NIPAM mission, defended the value of intellectual property in the contemporary era and its existence in nearly every sphere of life. He shared with young students how innovations can lead to IP value and how students can file IPs and solve society’s problems. Prof. Kashmir Singh, Coordinator, DST-CPR, and Prof. D D Singh, Chairperson, Department of Biotechnology, Punjab University, Chd., urged students to investigate intellectual property when doing research and academic projects.
