Report launch of the study entitled “Technology Transfer Centres to increase commercialization of innovations in India”
A study titled “Technology Transfer Centres to increase commercialization of innovations in India” was conducted by us under the Facility for Low Carbon Technology Deployment (FLCTD) project which is supported by United Nations Industrial Development Organization (UNIDO) in collaboration with the Bureau of Energy Efficiency (ऊर्जा दक्षता ब्यूरो) and funded by Global Environment Facility (GEF). The main objective of the study was to map major centres of technology transfer and commercialization-related activities, identify their key challenges and bottlenecks faced by respective institutions and assess their capacity-building needs. The study also included a comparative assessment of international best practices in technology transfer and collaboration to bring forward concrete recommendations in the domain of TT. A report was compliled on the above-mentioned study containing the key observations, gaps, best practices, recommendations was launched which can act as background benchmark for further studies in TT domain in India as it presents an understanding of Technology Transfer ecosystem nationally on the basis of technology transfer activities of various higher education institutes, national research laboratories across India and also studied the Technology Transfer ecosystem in five developed countries based in Asia, Europe and America. The Study was also meant to serve as a foundational work to enable further research to support and strengthen the Science Technology and Innovation initiatives of the Government of India to accelerate innovation to achieve energy transition and netzero emission goals. The report was released by Dr Akhilesh Gupta , Head, Policy Coordination & Programme Management Division & Secretary, Science & Engineering Research Board, Department of Science and Technology, Govt. of India, New Delhi at DST, New Delhi on 11 March, 2024. Dr Akhilesh Gupta is a pioneer of mushrooming and nurturing of STI ecosystem in India. Report was released in the presence of distinguish experts from UNIDO – Facility for Low Carbon Technology Deployment (FLCTD) and Bureau of Energy Efficiency (ऊर्जा दक्षता ब्यूरो).
Workshop on “Patent search and Patent mining”

DST-Centre for Policy Research (CPR) at Panjab University, Chandigarh organized a one-day training workshop on “Patent Search and Patent Mining” on Tuesday, 12th March, 2024. Prof. Yajvender Pal Verma, Registrar, Panjab University, Chandigarh graced the event and share his views on Intellectual Property Rights (IPRs) and its need in today’s era. He highlighted the significance of IP in Indian economy. He informed the audience that publication and patents are the major drivers for the growth of any nation’s economy. He stressed on good quality of patent and publication that should help the society. He encouraged the participants to file patents in India rather than outside. Dr. Sanjeev Sharma, PCS, Joint Secretary, Higher Education and Languages, Govt. of Punjab was the chief guest for this event. He stressed on the need of introducing IPRs in the curriculum of basic sciences. Mr. Pushpak Singh, Strategic Account Manager, Questel, New Delhi, Dr. Shikha Kalra, Patent Consultant, AGIP, New Delhi and Ms. Monika Rishi, Senior Manager, Ind-Swift limited, Mohali were the speakers for this moment. In their interactive sessions, they let participants know the relevance of patent search and patent mining with aim to impart knowledge about the patent system including global patent databases and to demonstrate basic and advanced search techniques to mine inventions from these databases. The event provided a great platform for the hands-on training to learn about copyrights, trademarks and generating revenues. Overall, the event brought forward the idea of finding a novel solution to a localised problem and getting valued patent out of it. The event witnesses the active participation in the hand on training provided by the experts. This workshop more than 70 participants from different colleges and universities comprising researcher, faculties and professionals.
National Science Day Workshop on “New Horizons in Artificial Intelligence & Machine Learning”

DST-Centre for Policy Research (CPR) at Panjab University, Chandigarh organized a one Day National Science Day Workshop on “New Horizons in Artificial Intelligence & Machine Learning” under under the theme NSD-2024: “Indigenous technologies for Viksit Bharat”, catalyzed and supported by Punjab State Council for Science & Technology (PSCST), National Council for Science & Technology Communication (NCSTC) and Department of Science & Technology (DST), Govt. of India. Prof. Yajvender Pal Verma, Registrar, Panjab University, Chandigarh graced the event and share his views on scope of AI to strengthen the Science and Technology ecosystem. He stressed on gaining the grassroots level knowledge using AI as the tool. He highlighted the need to train the young minds as data scientist to make efficient use of data available such that R & D ecosystem of Indian can be strengthen. He encouraged the participants to use AI in their respective fields in an efficient way. Prof. Harsh Nayyar, Director, Research and Development Cell had also graced the event. He highlighted the job opportunities in AI and ML. He encouraged the participants to contribute towards nation’s growth by gaining expertise in superior technologies such as AI. Dr. Amreek Singh, Scientist G, DGRE Lab of Defence Research Development Organisation was the chief guest and keynote speaker for this event. He introduce the concept AI, ML and Deep learning to the participant. He let the participant informed about opportunities in AI as well as challenges in exploration of AI. He informed about the vulnerability involved w.r.t to AI and its subsequent domains. Dr. Satyajit Jena, Associate Professor, IISER, Mohali and Dr. Neha Tuli, Assistant Professor, SSCET, Punjab were the speakers for this moment. In their interactive talks, they let participants know the relevance of AI in industry 4.0. The event provided a great platform to learn various AI techniques and tools that are successfully implanted for socio-economic upliftment. The event witness the participant’s engagement through Quiz and Poster presentation activities. This workshop catered more than 100 participants from different colleges and universities by taking part in National Science Day celebration and thereby gaining knowledge on the theme “New Horizons in Artificial Intelligence & Machine Learning”
Round Table meet at Uttarakhand State Council for Science and Technology (UCOST)

DST-CPR, PU team led by Prof. Kashmir Singh, Coordinator of DST-CPR, PU discuss the activities of the centre that can be carried out in association with UCOST to achieve S&T goals. Both sides agreed to take forward the vision to strengthen the STI ecosystem of India.

Through this conference team gain insights about sustainable, affordable & human-centric Industry 4.0 as well as cutting-edge practice, research & educational innovation in rapidly evolving area. The experts of conference underscored the need of policy refinement for Industry for economic growth of India in coming years to achieve the current demographic dividend to maxima. Team experienced the exhilarating and intellectually stimulating experience by getting the insights from distinguished speakers and panellists on Intellectual Property Rights with focus on IP protection and management. The depth of insights shared and the diversity of perspectives presented by greatest minds provided a comprehensive understanding of the pressing matters surrounding intellectual property in the rapidly evolving world. The forum not only showcased the cutting-edge innovations and breakthroughs but also underscored the critical importance of robust protection mechanisms.

DST-Centre for Policy Research (CPR) at Panjab University, Chandigarh hosted a Conference on “Sustaining Progress: Global Perspectives on Public-Private Partnerships (PPP) Investments” on November 29th 2023. The event was consisted of deliberation talks by eminent speakers on Pubic Private Partnerships as well as Panel discussion with aim of “understanding the landscape of PPP in Indian R&D ecosystem and financing”. Prof. Yajvender Pal Verma, Registrar, Panjab University, Chandigarh graced the event. He highlighted the various initiatives to bring private sector on board to flourish the R&D culture at Panjab University, Chandigarh. He stressed on the risk sharing between the key actors i.e. academia and industry as well as nurturing the culture of entrepreneurship and startups in universities itself.
Dr. Akhilesh Gupta, Senior Adviser & Head of the PCPM at DST, GoI was the chief guest for the event. He highlighted all endeavours going on at national level where private sectors contributing 40% to the R&D ecosystem. He stressed on the need to raise contribution from private sector in R&D. He mentioned Anusandhan National Research Foundation (NRF) Bill, 2023 that can play a key actor. He informed the participants about various issues that are hurdle to state, central universities from connecting them with the industry counterpart.
Dr. J.K Arora , Executive Director , Punjab state council for science and technology, Chandigarh was the guest of honour. She highlighted the various initiatives of Punjab state science council taking to strengthen the R&D ecosystem in MSME of Punjab.
Dr. Akhilesh Gupta also chaired the panel discussion on Role of PPPs and Tech Transfer in driving the R&D ecosystem of HEIs. The panel discussion led to highlight the private sector participation in commercialisation of technologies as well as India’s standing at global level.
The role of FDI in strengthening the Science, Technology and Innovation (STI) ecosystem of India was also taken up in another panel discussion emphasizing the Role of Mergers and acquisitions (M&A) for the inflow of FDI in India in the R&D ecosystem of public state universities.
The event is witnessed the presence of several distinguished guests, including directors/heads of renowned institutes, representatives from Technology Transfer Offices at HEIs, representative from United Nations Industrial Development Organization (UNIDO) as well as students from various institutions.

Workshop on Disaster Risk Management and Technological Innovations

DST-Centre for Policy Research (CPR) at Panjab University, Chandigarh organized a 3-day training program on “Disaster Risk Management and Technological Innovations” from 22nd to 24th November-2023. The event was consist of 03 days deliberation talks by eminent speakers on Disaster Risk Management (DRM) as well as providing hands on training to the youth. The program was organized with the support of Punjab State Council for Science & Technology (PSCST), Govt. of Punjab and Ministry of Environment and Forests (MoEF). The training program aimed to bring together the domain experts, members of academia, scientist, researchers and key stakeholders on a common platform for understanding the role of science in enhancing Disaster Resilience by exploring the penetration of Science, Technology and Innovation (STI) in Disaster Risk Reduction (DRR). Various dignitaries from national level graced the event and enriched the participants with their thoughts. Prof. Yajvender Pal Verma, Registrar, Panjab University, Chandigarh graced the event and share the examples of technology innovations nurturing at Panjab University for mapping the disasters. Dr. Ashish Kumar Panda, Deputy Secretary, NITI Ayog, New Delhi was the Chief Guest and Keynote speaker for this event. He led the audience informed various government initiatives and partnerships in the domain of Disaster Risk Management (DRM). Dr. K.S. Bath, Joint Director, Punjab State Council for Science and Technology, Chandigarh graced the event as Guest of Honour. He highlighted the Punjab Govt. initiatives to provide skill based training to the youth of Punjab. Col. Gaurav Bhatia, Adjunct Resource Faculty, School of Internal Security and Police Administration (SISPA) was also present as Guest of Honour for this event. He led an interactive session and share his experience in Disaster Risk Reduction (DRR) and DRM. Eminent Speakers from Prestigious Institutions such as National Disaster Management Authority (NDMA), Punjab State Disaster Management Authority (PSDMA), PGIMER, CSIR-CSIO, PU and IISER, Mohali gave an insightful achievements done in the domain of DRM to the participants. The workshop provided a great platform to learn various techniques and technologies that are successfully implanted for disaster resilience and mitigation. Institutions such as Punjab Red Cross Society, DRDO-DGRE, CSIR-CSIO and IMD Chandigarh were came on board to let the participants getting insights of innovations taking place at national level in the domain of Disaster Risk Management. This workshop catered 50 participants from different colleges and universities taking part in the training program..

DST-CPR, PU engaged as an active collaborative partner with DST-Technology Enabling Centre (TEC) at Panjab University, Chandigarh, Confederation of Indian Industry (CII) and Punjab State Council for Science & Technology (PSCST) to organize “International Conference on Industry Focused Research (ICIFR)-TEC-2023”, on 12 Oct., 2023. The conference aimed to enable transfer of Technologies developed by Scientists from PAN India to Industry partners. More than 100 plus scientists, academicians & industry people from different domains of Engineering, Medical devices, Pharmaceuticals, Food-processing, Automation, Materials, Agriculture etc. participated in this conference. In line to main theme of the conference to foster the need of industries through Industry Academia (IA) interlinkage, DST-CPR conducted a survey for assessing the level of I-A linkages. The survey proved to be an important & worthwhile tool for the ongoing study at DST-CPR. As immense response received from the Academia and Industry.
