The 4th Advisory Committee meeting was conducted on Saturday, July 13, 2018, at Meeting Hall, 4th floor, Technology Information Forecasting and Assessment Council (TIFAC), A’ Wing, Vishwakarma Bhavan, Shaheed Jeet Singh Marg, New Delhi, 110016. The main agenda of the meeting was a discussion regarding a study on ‘Working’ and ‘Non-working’ status of patents granted to NRLs and HEIs of India and future IP related activities to be undertaken by DST-CPR, PU, Chd (hereinafter ‘Centre’).  The prominent attendees of the meeting were Dr K. S. Kardam, Senior Joint Controller of Patents & Designs, IPO, New Delhi; Shri Avinash Kumar, Addl. Director (IPR), DRDO (HQ), New Delhi; Mr Yashawant Dev Panwar, Scientist- E, TIFAC, New Delhi; Dr Anita Aggarwal, Scientist E, DST, New Delhi, Govt. of India and Dr Anil Wali, Managing Director, FITT, New Delhi.

Prof. Rupinder Tewari, the Coordinator of DST-CPR was the main convener of the meeting. He introduced the committee members and apprised the members with the activities executed by the Centre. The study is conducted by the scientists of the Centre namely, Ms. Mamta Bhardwaj, Sr. Scientist-C, Ms. Amandeep Sandhu, Scientific Officer and Prof. Rupinder Tewari (Coordinator). Ms Mamta Bhardwaj, in charge of the Study, presented the analysed data and recommendations drawn out of it, before the committee. Previously the Centre had analysed a total of 904 institutions pertaining to HEIs, universities and R&D laboratories in India under 27 various ministries. The institutions were analysed on the basis of research publications and patents granted to the respective institutes for the period 2010-17. The same has been published in the form of a book entitled “Mapping Patents and Research Publications of Higher Education Institutes and National R&D Laboratories of India” and research papers. The current study is the further extension of the previous exercise in which these 904 institutions are further analysed on the basis of ‘Working’ and ‘Non-working’ status of the patents granted to them. The presentation was followed by a healthy discussion on suggestions and feedback for the improvement on executed work by the Centre to achieve the objective “Adopt evidence-based approaches for identifying and promoting areas for generation of intellectual property”.
