The Government of India launched a program called SRISHTI (Science, Research and Innovation System for High Technology-led path for India) – as one of the main goals of the Science, Technology and Innovation (STI) Policy-2013 – which focuses on inclusive growth. This comes as a forwarding initiative after the declaration of 2010-20 as the ‘Decade of Innovations’ in October 2010 by the then Prime Minister Manmohan Singh. 

As a part of SRISHTI, 5 Centre for Policy Research institutes were established by DST, in January 2014. 

As we move into the 21st Century the importance of knowledge-based industries is being realized, them being the most critical for sustainable growth of the nations. Scientific innovations are the key drivers of the economic growth and development of the nations. These scientific innovations re the outcome of high-end research carried out by research and development (R&D) units of public & private sectors of each nation. Currently, the global investments into R&D sector are around 1.2 trillion (USD) and the major chunk of investment comes from the private sector.

In addition, countries where private sector investment in R&D is significant, time taken for commercialization of technologies is shorter. It has also been observed that countries having robust economies, the majority of innovative research is carried out through collaborative research between Industry and Academia (I&A). In India, such a strong handshake is limited to IITs and a few central universities and CSIR laboratories.

To give an impetus to develop strong Industry-Academia interactions, Govt. of India through the Ministry of Science and Technology (GoI), New Delhi, has set up a DST-Policy Research Centre at Panjab University, Chandigarh. This Centre is expected to hold meetings, seminars, brainstorming sessions with Academia and Private sectors to work on certain objectives given to this centre. The recommendations of these events will be submitted to DST (GoI) which would subsequently become part of the Science, Technology, and Innovation (STI) Policy of Govt. of India
